Marco Rubio: 2016 Voter Scorecard The purpose of this and all scorecards is to bring an unbiased view of a candidate's position on several issues. With the upcoming primaries and presidential election next year, we encourage everyone to not only review the scorecards but to also open the links (in the Reference section) to documents from which the scorecard information came. We need to become better educated on the positions all candidates take before we vote. Our first scorecard is on U.S. Senator Marco Rubio, the junior senator from the state of Florida. He is one of 17 men and women running for the 2016 Republican nomination. Additional scorecards on other presidential candidates will be provided soon.

Economy

Candidate's Position Additional Information
JOBS
Has called for a decrease in regulations and taxes.1,2 According to the Heritage Foundation, regulations imposed under the current administration have cost American taxpayers $80 billion a year. In the Heritage report, "Obama Administration's Major Regulations Cost More Than $80 Billion Annually," over 180 regulations have been adopted. What were the top two sectors impacted by regulations? Banking and Energy. Excessive regulations harm both the economy and people's liberties.
TRADE
Wants to continue to reduce barriers to free and fair trade.3Supports sugar subsidies; voted against repealing the sugar price support program in 2013.4Voted to approve TPA (Trade Promotion Authority) incorporated in HR 1314.5Denounced move to normalize relations with Cuba.6 Note: there are issues associated with the U.S. sugar subsidy program which are discussed in reports put forth by the Cato Journal and e21 Projects & Partnerships.
MONETARY POLICY
Wants "sound monetary policy..greater stability about prices and what the value of dollar will be over time."7 --
 

Taxes

INDIVIDUAL
Under Rubio-Lee plan, there would be two tax brackets: 15% and 35%.8,9Singles would face a 35% top rate at $75,000 in annual income, couples at $150,000.10 Two issues with this plan: 1) the top rate is barely below that now (39.6%); 2) the top ratetodaydoesn't apply to singles and couples until income rises to over $400,000. Thus, more earnings will be taxed under Rubio's plan.10An article in Reason magazine (reason.com) states that the "big losers would be many of the families making between $150,000 and $411,500 - or the vast middle and upper middle class. Rubio and Lee's proposed 35 percent tax rate would constitute a big tax hike for these families."
CHILD TAX CREDIT
The Rubio-Lee tax plan calls for a $2,500 tax credit per child.10 Some call this social engineering. It does appear to be an influencer as to the number of children couples will have and will conceivably add to the country's deficit. As pointed out by Avik Roy in his articleThe Flaw in Marco Rubio's Tax Reform Plan: Social Engineering, the credit is refundable against payroll taxes, which will either negatively impact Social Security and Medicare or result in additional federal spending.8The Tax Foundation pointed out in an article, The Economic Effects of the Rubio-Lee Tax Reform Plan, that the Child Tax Credit would have "almost no impact on economic growth and predicted it would cost the federal government estimated revenue of $173 billion dollars.
DEDUCTIONS
The Rubio tax plan would eliminate nearly all itemized deductions. The standard deduction and personal exemption would be replaced with a fully refundable personal credit ($2,000). --

Foreign Policy

On May 13, 2015, Senator Rubio put forth "The Rubio Doctrine." The "three pillars" of the doctrine: (1) American strength; (2) protection of the American economy in a globalized world; (3) Moral clarity regarding America's core values.13 A quote from Rubio's speech to the Council on Foreign Relations: "While America did not intend to become the world's indispensable power, that is exactly what our economic and political freedoms have made us. The free nations of the world still look to America to champion our shared ideals."14
 

Healthcare

Rubio wants Obamacare fully repealed and replaced. Was a key supporter of effort in 2013 to try to defund Obamacare by causing a government shutdown.15On March 23, 2015, he put forth a three-part healthcare plan in the event that the Supreme Court ruled against Obamacare subsidies - they didn't. The three-part plan consists of: 1) Advanceable refundable tax credit that all Americans can use to purchase health insurance; 2) Reform insurance regulations to encourage innovation; 3) Place Medicare and Medicaid on fiscally sustainable paths.16 According to the Forbes article, "Marco Rubio Pledges to Repeal and Replace Obamacare - But With What?," the Rubio replacement would offer such tax credits to purchase a broader selection of insurance plans and health savings accounts, across state lines. However, how should these tax credits be structured?
 

Education

Rubio believes in school choice - wants charter schools and other innovative schools to be allowed to flourish; believes in financial aid for education; believes in a tax credit for investment in education.17 --

Has "A" rating from the NRA; supports 2nd Amendment rights; opposes gun-free zones.19,20 The Washington Examiner points out in an article, "Rubio Cozies Up to NRA Crowd, But His Record on Guns is Hit-and-Miss," that "the Florida senator's record on gun laws is inconsistent at best."20
